Floating Menu?

On the right here (http://ultimate-guitar.com/tabs/o/oasis/wonderwall_ver5_tab.htm) there is an auto-scroll box that, if you scroll down, it stays in the same position. At first I thought it was just position: absolute, but that doesn't stay in the same position when you scroll, so I'm pretty sure there is some javascript involved. Can anyone help me create this? Thanks in advance! :)
