fairly easy.

1. make a new square dimensioned canvas.

2. use the rainbow gradient too make a horizontal rainbow gradient in the upper portion of the canvas. This should create a circular rainbow circle.

3. drag your rainbow circle into your image you'd like to use it on.

5. use free transform and selections to cut and shape it into what you need.

6. ajust the transparency, I think I also changed it to the 'screen' blending mode although I might not have.

easy peasy lemon squeezy.
